Is Tobi spiral Zetsu?
He is one of the many humans that fell victim to Kaguya’s Infinite Tsukuyomi in the past and was transformed into a White Zetsu. Unlike White Zetsu, Tobi is very unique in the sense that he has a spiral pattern across his entire body.
What is Zetsu made of?
Past. White Zetsu was created after Kaguya ate the chakra fruit from the god tree and used her new powers to stop a war by taking the people there and using the Infinite Tsukyomi technique to slowly transform them into White Zetsu.
Who is spiral White Zetsu?
Tobi was fully white and could be easily distinguished by the spiral-pattern that stretches all over his body, ending in a circular eye-hole. This pattern did not cover his forearms and legs, but could open up in a similar manner to the flytrap extensions of the original Zetsu to reveal that he is hollow inside.

The character was killed way back in Naruto: Shippuden when Sasuke drove his sword through the ninja and fried him. The death helped put an end to the Fourth Great Ninja War, but White Zetsu had ways to keep himself from dying — you know — for good.
Why is Zetsu so important?
Zetsu was responsible for sending several clones disguised as deceased Akatsuki members to attack Konoha at the beginning of the movie. Later, he was seen with Tobi after Naruto and Sakura returned to their world, noting that they were so close to capturing the Nine-Tails.
